Malaysia’s Vaunted Land Distribution Scheme Turns Sour

Malaysia’s long-praised Federal Land Development Authority, or Felda, founded in 1956 to resettle the country’s rural poor into newly reclaimed jungle areas to enable them to grow crops such as palm oil and rubber, has lost RMB1.5 billion (US$382 million) in a political deal to prop up a friend of Prime Minister Najib Razak, according to an internet news portal covering the international palm oil industry.

The International Palm Oil Monitor, established in 2017 to cover the industry, quoted a due diligence report prepared by the KPMG international accounting firm detailing what it called “numerous concerns/improprieties” including cash flow problems, an inflated acquisition price, non-compliance with laws and regulations, excessive borrowing and excessive amounts which are due for repayment to the banks and tax evasion in the purchase of 37 percent of the flailing Indonesia-based PT Eagle High Plantations TBK oil palm concern controlled by Peter Sondakh, an Indonesian Chinese, through his Rajawali Group, named a Tan Sri, one of Malaysia’s high-ranking if arcane honorifics.

“Essentially, as we know, the purchase was a bailout of Eagle High and Peter, who is a good friend of Najib,” said a well-connected businessman in Kuala Lumpur. “Peter owns the St Regis Hotel in Langkawi and in Bali, among other things. Last year, Najib and family and friends spent two holidays in Bali – all courtesy of Peter. Last weekend, they were in the St Regis in Langkawi for Chinese New Year holidays, again courtesy of Peter.”

The KPMG report was actually produced about a year ago and has been written about, although it has been handled very carefully by Malaysia’s mainstream press, all of which is controlled by the government. According to the International Palm Oil Monitor, Eagle High has also received intercompany interest-free advances of US$26 million – none of which has been repaid. The US$505.4 million for the 37 percent is said to have been a 95 percent premium to the closing price at the time, or Rp580 (US0.042 cents) per share. Eagle High is now trading below Rp204 per share. 

Although the story has been floating around, it has achieved added significance because Felda has become a major issue in Malaysia’s upcoming general election, which must be held before June 26 and is likely to be called sometime in April, political analysts in Kuala Lumpur say.

The land scheme, which is given major credit for keeping rural Malays and Indians loyal during Communist attempts to take over the country in the 1950s and 1960s, is in deep trouble from a variety of sources. It is almost sacred to the Barisan Nasional, or national ruling coalition, and particularly the United Malays National Organization, so much so that it is called UMNO’s fixed deposit.

Under the scheme, new settlers were each given 10 to 14 acres to cultivate crops, usually rubber or oil palm. They were required to reside in planned villages where their homes, built by FELDA, were located and included piped water and electricity. Schools, medical centers and places of worship were also provided. The schemes were designed as cooperatives.

But the government engineered a disastrous initial public offering in 2012 on the Kuala Lumpur Stock Exchange. The thousands of smallholders who bought what became known as Felda Global Ventures at the time of the IPO saw their investments fall by half because of disastrous mismanagement. 

While the shares surged in 2017 following a management change, the original owners who form UMNO’s vote bank have been furious. Net profit fell by more than 96 percent between 2012 and 2016. For the past year, the entity, which is the world’s largest crude palm oil venture in the world, has been attempting to cope with the Eagle High scandal.

Enter Mahathir Mohamad, the fire-breathing 92-year-old former Prime Minister who has vowed to drive Najib from office. He has campaigned implacably in the Felda areas, saying the scandal is a textbook example of how to steal from the government. “With all the bungling in Felda, this adds to the woes of the BN as far as getting support from Felda settlers in the General election,” said a Kuala Lumpur-based political analyst. “These are people who loved Mahathir and remember back to his period in office as a time when the country’s economy never stopped growing.”

They are also the people who the opposition Pakatan Harapan coalition, with its component the Democratic Action Party, has never been able to touch significantly because of their mistrust of the ethnic Chinese.

Today, according to a Feb. 20 release by the International Palm Oil Monitor, “Felda is sitting on a paper loss of approximately US$300 million. Additionally, Eagle High’s market capitalization is below US$420 million, which means Felda’s 37 percent is now valued at just US$155.4 million, less than one-third what it paid in the first place.

Eagle High’s problems have been compounded by the fact that in April 2017, the European Union pushed through a regulation to ensure that palm oil imported must come from sustainable sources after 2020.

“This does not bode well for Eagle High, whose unsustainable palm oil practices as well as its lack of RSPO and ISPO certifications have been widely documented. Given this, it is unlikely that Eagle High’s revenues will improve in the coming years. In fact, it is more likely to decline once the European Union regulation takes effect,” the Palm Oil Monitor said. “All in all, it looks like Felda’s investment in Eagle High has proven to be a complete bust and did not pan out the way Felda had hoped.”

Iris Corporation Berhad : Purchased RM192 million. Now worth RM72 million.

Barakah Offshore Petroleum Berhad : Bought RM100 million. Now worth RM48 million.

Lest we forget...here are the seven corrupt charges of money politics and vote-buying in the 2004 umno elections that you were found guilty of:

1) Allowed his political secretary Mohd Salim Sharif to pay RM300 to each delegate from the Telok Kemang division to the Umno General Assembly on or about September 2004;

2) Allowed his agents to pay various amounts of money to delegates from the Cameron Highlands, Kuala Lipis and Bentong divisons to the Umno General Assembly on 11 September 11.

3) Allowed his agents to pay RM1,000 each to delegates to the Umno General Assembly at the Crown Princess Hotel at 11.00pm on 22 September and the morning of 23 September.

4) Permitted his agents to pay RM1,000 each to delegates to the Umno General Assembly at or about 1.00am on 23 September at the Pan Pacific Hotel, Kuala Lumpur.

5) Allowed his agents to pay various sums of money to Sabah delegates to the Umno General Assembly at about 1.00am on 23 September at the Legend Hotel, Kuala Lumpur.

6) Allowed his agents to pay RM300 to Sabah Umno delegates at the Tanjung Aru Golf Club and the ‘Kandarah” Court, both of which are in Sabah in early September.

7) Allowed his agents to pay RM300 to Kedah Umno delegates at Holiday Villa Hotel, Alor Star and Kelab Cinta Sayang, Sungai Petani around two to three weeks before the 2004 Umno General Assembly.

For all that he was suspended for six years and compelled to give up all his positions in Umno including that of Vice-President of Umno.

What about Felda? 

Well Pendek is going to be facing more then seven corrupt charges. Hell I am even sure that not only will they charge him with more then seven charges of corruption..... he will he be spending more then seven years in Sungai Buloh. That is if they do not shoot him first for treason.

KUALA LUMPUR 15 Jan. - Lembaga Kemajuan Tanah Persekutuan (Felda) hari ini mengesahkan ia telah mendapat kembali hak milik tanah di Jalan Semarak daripada Synergy Promenade Sdn Bhd (SPSB), tanpa melibatkan apa-apa kos, kata Pengerusinya, Tan Sri Shahrir Abdul Samad.

Pemilikan semula hak milik kesemua 16 plot tanah yang melibatkan empat transaksi jual beli dilakukan pada Disember 2015 dan November 2016 diperoleh menerusi perjanjian persefahaman yang ditandatangani antara Felda dan SPSB di Ibu pejabat Felda hari ini.

“Pihak pemaju telah secara sukarela bersetuju untuk mengembalikan hak milik tanah itu kepada Felda tanpa kos dan telah menyerahkan kesemua surat hak milik hartanah tersebut untuk didaftarkan semula ke atas nama Felda,” katanya dalam temu bual khas dengan Bernama di sini.

Berhubung pembangunan projek Kuala Lumpur Vertical City (KLVC) yang sedang dilaksanakan di tanah itu, Shahrir berkata, projek tersebut akan tetap dite­ruskan kerana pihak pemaju te­lah memperoleh perintah pemba­ngunan sebelum transaksi tukar hak milik tanah dilakukan.

Beliau berkata, semua perkara berhubung projek KLVC bergantung kepada perjanjian pemba­ngunan yang telah ditandata­ngani antara anak syarikat Felda, Felda Investment Corporation (FIC) dan SPSB pada Jun 2014.

“Kita perlu asingkan soal pemilikan tanah dan juga hal projek pembangunan di tanah itu kera­na jika apa-apa berlaku kepada syarikat pemaju, kepentingan Felda ke atas tanah terjamin dan tidak akan pergi bersama (tergadai),” kata Shahrir.

Shahrir menjelaskan dalam perjanjian pembangunan berke­naan, soal kewangan dan dana pembangunan bukan di bawah tanggungjawab Felda.

Perjanjian pembangunan itu juga menyatakan Felda bakal mendapat pembayaran tunai sekurang-kurangnya berjumlah RM500 juta atau 10 peratus daripada nilai keseluruhan pemba­ngunan projek itu, mana satu lebih tinggi, katanya.

Shahrir berkata, Felda dan SPSB akan berunding semula bagi penambahbaikan ke atas pelaksa­naan perjanjian pembangunan tersebut demi kebaikan semua pihak.

“Felda akan turut memastikan segala proses dan prosedur pengembalian tanah ini serta proses lain dalam projek KLVC akan menurut tatacara tadbir urus korporat yang baik dan berintegriti,” katanya.

Mengenai laporan polis yang dibuat pada 12 Disember tahun lepas di bawah Seksyen 420 dan Seksyen 471 Kanun Keseksaan (Akta 574), Shahrir menegaskan Felda telah memutuskan untuk tidak menarik balik laporan itu.

Beliau berkata, laporan polis adalah untuk menyiasat dakwaan salah laku melibatkan pemindahan milik yang dilakukan secara tidak sah dan bukan mengenai projek itu.

Audit forensik yang sedang berjalan juga akan diteruskan untuk mengenal pasti jika terdapat salah laku dalam transaksi tersebut, katanya. – BERNAMA

3. Siasatan firma audit ini juga akan membabitkan Pejabat Tanah dan Galian Wilayah Persekutuan Kuala Lumpur dan Dewan Bandaraya Kuala Lumpur (DBKL). Siasatan firma audit ini dijangka akan siap dalam tempoh 30 hari dan laporan penuh akan dikemukakan kepada JPM.
4. Pelantikan firma audit ini adalah susulan arahan saya kepada FELDA dalam satu surat bertarikh 11 Disember 2017, untuk menentukan sama ada berlakunya ketidakpatuhan kepada tatacara sedia ada atau berlakunya unsur-unsur salah guna kuasa dan perlakuan rasuah berkaitan projek KLVC.
5. Dalam surat tersebut yang dihantar oleh JPM kepada Pengerusi FELDA, Tan Sri Shahrir Abdul Samad, saya juga telah mengarahkan FELDA untuk membuat laporan polis terhadap SPSB untuk “criminal fraud” serta mengambil tindakan undang-undang untuk “civil fraud” bagi pemindahan hak milik tanah FELDA tanpa pengetahuan dan kebenaran.

6. Saya telah mengarahkan tindakan-tindakan ini diambil bagi melindungi kepentingan FELDA dan peneroka, tidak dikompromi dan bagi memastikan tanah-tanah tersebut terus kekal menjadi milik FELDA.
7. Pihak polis juga telah menjalankan siasatan dan tanah-tanah terlibat telah turut dikaveat. Oleh itu, laporan yang mengatakan tanah-tanah itu sudah hilang adalah tidak tepat. Kaveat Pendaftar yang telah dikenakan ke atas tanah-tanah itu akan memastikan kepentingan Felda dilindungi.
8. Tindakan undang-undang akan diambil jika siasatan firma audit luar dan polis menunjukkan adanya salah laku oleh mereka yang terbabit dalam projek ini yang telah dipersetujui pada tahun 2014.

And so begin for many rural Malays their Felda adventure to a life that the then Government under Tun Razak, had hoped, would take them out of poverty and into a life that would give many rural Malays an opportunity to a better life. An opportunity now squandered by this Kepala Bapak of a son : Najib Razak. It has taken over half a century...but Najib with that convicted corrupt Isa and of course, with Umno closing both eyes.... have condemned Felda to certain ruination....so help me God!

The Son who Steals from his Dead Father.

As the crescendo of questions being asked about the latest scams perpetrated upon the Malays in particular and on all Malaysians in general, raises itself to deafening decibels...and I am talking about the grand theft of Felda's Land right under the noses of those who have been given the task of protecting and managing the interest of the Malays in Felda (the so called Land Banks that would take Umno over the finishing line in PRU14), there is only deathly silence coming from Seri Perdana. 

The sense of coming death for Najib, Rosmah, for Umno and BN over this latest audacious scam to feed the greed of the occupants of Seri Perdana and the many knaves in and around them, is palpable. It hangs over Seri Perdana, over the Prime Minister's Office and over Putrajaya and all the corrupt Umno and BN politicians that works there, like doom....like coming death. 

There is that sense that "ini kali" Najib Razak has crossed that line that makes what he has done in 1MDB and the many many other financial fraud he has perpetrated upon this nation of ours, simply a thing that can possibly be excused as the act of a man consumed by greed. With this grand theft of Felda's Land, Najib Razak  steals from his own father who is now dead. It was his father who breath life into Felda, his father who bequeath to Felda all that Felda needed to make it the largest Palm Oil producer in the world with all the financial tools and reserves it needed to remain one...and now all that is gone.....stolen by his eldest son, Najib Razak to enrich himself and his wife. 

Even those in Umno who have longed put up with the despicable greed of Rosmah and Najib in their unquenchable greed for money and yet more money...... even they are aghast at the audacity of him stealing from his dead father. What sort of a son would do such a despicable and dastardly deed?

While those Najib has placed in Felda scrambled, like a headless chook in its death throes, to assure us all that Najib Razak was never an agent provocateur in this latest audacious scam to line his deep pockets with OUR money.....any fools can see that all roads lead to Mecca. None more so the roads within Felda that all lead to Najib Razak. That felon Isa Samad has served his purpose. Now we have Sharir Samad as Chairman of Felda. He too is put there by Najib Razak. What can Sharir do to absolve this son who steals from his father? 

Sharir will do what others before him has done. He will stand in front of us, as the IGP and AG has done, with hands on their hearts and intone "There is no evidence of fraud by Najib Razak. There is no criminal act committed. There is no intent by the Prime Minister to deceive the Malaysian public. Case closed".

Well may Sharir Samad say all that and more...but like the murder of Altantuya...the evidence is overwhelming. Like Altantuya, the evidence is compelling. Like Altantuya nothing can be done to hush things up after the fact because too many people are involved, too many dots can be joined to point out the perpetrators of the crime..... and like Altantuya, even the AG and the IGP can no longer cover up what has been done. This grand theft of Felda Land has been done, documented, signed sealed and delivered. All that is left for us to do is to join the dots to see from where the fouled deed originated, who schemed, plotted and managed its execution. 

And when the political will finally exists....who shall be punished for it. You and I know from where such duplicity and fraud has originated from. Today, in the times that we now live in, all roads lead to Seri Perdana. Enough said.

JOM! RENUNG SEJENAK TULISAN INI...

Pada mulanya, FELDA ini diletakkan di bawah Jabatan Perdana Menteri di zaman Tun Razak sebagai Timbalan Perdana Menteri dari tahun 1959 sehingga 1970. Ini era permulaan tanah tanah di teroka untuk tanah tanah rancangan FELDA.

Kemudian ia berpindah di bawah Kementerian Pembangunan Luar Bandar seterusnya Kementerian Koperasi dan Usahawanan. Period in dari 1970 sehingga 2003 menyaksikan FELDA menjadi satu institusi yang gagah dengan aliran tunai yang kukuh serta assets berbillion.

Kita berbangga kerana FELDA gah di seluruh dunia ketika itu sebagai satu model utk menaikkan taraf ekonomi rakyat dan secara terus menjadi projek ladang terbesar di dunia.

Apabila Dr Mahathir melepaskan jawatan Perdana Menteri pada tahun 2003,

FELDA diletakkan kembali di bawah Jabatan Perdana Menteri, Najib Razak bertanggungjawab terus apabila menjadi TPM dan seterusnya PM Malaysia.

Semenjak itu FELDA :

1. IPO FGV - gagal dgn harga pasaran merudum.

2. FGV - Rugi

3. FELDA bertambah hutang

4. FELDA susut aliran tunai

5. FELDA assets yg semakin kurang.

6. FELDA hilang tanah di tengah2 KL nilai 1 billion.

Sila tambah senarai di atas. Mungkin juga ada benarnya SPRM kata semuanya adalah kelemahan urus tadbir (?)...

Maka kita tuntut FELDA kembali ke zaman kegemilangannya ketika ia TIDAK diletakkan di bawah Jabatan Perdana Menteri kerana jelas banyak sekali kelemahan urus tadbir Felda setelah ianya ditadbir oleh JPM.

Or better still we change the government, they will never change anything themselves.

Buka lah mata kalian terutama orang orang felda. Jangan sampai suatu hari nanti tanah tuan-tuan di tanah2 rancangan FELDA pun hilang hakmiliknya tanpa anda sedar. Ketika itu kelak sudah terlambat.

What Sharir did not say is that first and foremost, his duty is to ensure that no trail leads to the mother of all fraudster, Najib Razak.

This is a well managed and executed fraud involving, among others, Felda Investment Corp Sdn Bhd (FIC), Felda Board of Directors, Chairman of Felda and the Prime Minister Office under whom Felda is placed.

Sharir has not revealed who are the directors of Vertical City and what were the contents of the Power of Attorney. Was there any flaws in the Power of Attorney and were the terms and conditions one sided that put Felda at a disadvantage? If so, for what reasons? Who prepared the Power of Attorney? 

All land belonging to a government body are registered under KPTG (Ketua Pengarah Tanah & Galian) ...in this instance it will will KPTG Wilayah Persekutuan. Was the Wilayah KPTG also in cahoots with the fraud?

What is certain is this....all the above mention idiots are now looking for an exit plan!

Dalam kes FELDA ini , bukan sahaja Isa Samad yang WAJIB DI SIASAT , KJ , HISHAM , BK TAN dan ZAHID HAMIDI juga harus di tangkap selain dari Najib.

Sharir Samad dan Razali Ibrahim hanya tukang sapu sampah untuk di kaut di bawah karpet.

Kerana TUKANG SAPU itu sudah MENGETAHUI masalah KEHILANGAN TANAH FELDA itu SEAWAL JANUARI 2017.

Dalam kes KEHILANGAN TANAH FELDA itu RAZALI IBRAHIM cuba MENYELAMATKAN seseorang dengan TIDAK MAHU KES ITU DI BAWA KE MAHKAMAH.

Terpekik terlolong POLONG-POLONG itu semua mengatakan HANYA UMNO sahaja yang MEMPERJUANGKAN NASIB MELAYU, akhirnya POLONG-POLONG ini juga yang MENJAHANAMKAN MELAYU.

Jika SPRM , PDRM DAN PEGUAM NEGARA masih di BAWAH PENGUASAAN BARISAN NASIONAL DAN NAJIB sampai kiamat pun rakyat TIDAK AKAN DAPAT MENANGKAP DAN MENDAKWA MEREKA YANG MENYELEWENG wang dan harta negara ini.

PASTIKAN dalam PRU akan datang ini rakyat semua MENGUNDI PAKATAN HARAPAN untuk MEMBETULKAN MASALAH YANG SEDANG NEGARA INI HADAPI.

FELDA : You do not put monkeys in charge of banana plantations.

He thinks he has got away with the lie about that Rm 2.6 billion donation a Saudi Prince put into his bank account.

He thinks we believe his story that the money were legal political donation and that he did not take the money for personal gain.

He thinks we fell for the lies he has told us about him not knowing about the other many  millions that somehow also found its way into his private bank account between 2011 to 2013.

He thinks that we believe Attorney General Apandi when Apandi cleared him of any corruption or criminal offences. 

He thinks we believe the story he told us about Joh Low, about his step son and his Hollywood investment, about his meeting on board the Tattoosh.

He thinks we do not know that all those money that he, his wife, his step sons and all those bastards that have been made insanely wealthy...that all that money had originated from 1MDB and from the Rakyat's own pockets!

He thinks we do not know how all that money was moved through a complex web of transactions that finally saw the money parked in his personal bank accounts to be used as he thinks fit.

He thinks that the probe into all these movement of money by Malaysia, the United States, Switzerland, Hong Kong, Singapore, Abu Dhabi and others, cannot finger him, his wife, his family and many others, of being complicit in corruption, money laundering and financial fraud of the rakyat's money.

He thinks Pakatan Harapan, headed by Tun Mahathir, will not be able to win PRU 14 and do government. 

He thinks that his hold over the Rakyat, over Umno and BN is total - a hold held together by dedak, money politics, fraud, duplicity, intimidation and by the use of PDRM, MACC, the JUDICIARY and all other government machinery at his disposal.

He thinks he will still be prime minister of Malaysia after PRU 14.

Let him think what he wants!

You and I know better.

We know almost all there is to know about 1MDB. Today ....even now as we speak....Najib and his band of despicable, disgusting and greedy knaves....

.....Najib and his band of knaves are desperately trying to defend their rear, their flanks and the threats that is in front of them, as what they have done in the past for personal gain and greed, starts to confront them. 

1 MDB is almost a done deal. All the money that is to be made from 1MDB has been made and dished out....all that is left is to wait for the Fat Lady to stop singing. 

And while waiting for her to stop singing, there are many others who also wants to sing. The arrest and conviction of those who have been singing  - voluntarily, or otherwise persuaded by the long arm of the law - is in progress. Day by day it inches up closer to Najib, his wife and Family. It is not a matter of "IF".....it is a matter of "WHEN". Buying billion of dollars worth of Boeing Jets and helping to prop up the US economy will not help. Claiming Trump to be your friend will not help. Nothing will, for money laundering and financial fraud, any which way you look at it, is a crime.

Now who else will sing?

Look at what is happening to FELDA today. That convicted felon ISA, put there as its Chairman by Najib, is out. Why is he out? He got too greedy. 

For financial fraud to happen in FELDA, where billions of ringgits are involved, requires the following to happen.

1.   The prime minister must close one eye.

2.   The Chairman of FELDA must close the other eye.

3.   The Board of FELDA must close both eyes.

4.   All levels of FELDA management that can and did not act to protect FELDA's interest

      do not have to close their eyes.... they must have their eyes open to see where the

      dedak is coming from.

Now as you can see....there are a lot of people involve to allow Najib and his band of despicable thieves and robbers take those billions from FELDA....and all of them has got to be kautim.....

What happens when one of them is not happy with his or her share of the loot? Yes... in FELDA and elsewhere, there are also "HER" involve lah! 

What do you think will happen? 

And even if they have got the millions that was promised....do you think they are satisfied? 

Can greed ever be satisfied? When you have one Mercedes you want another. When you already have a house in Bangsar, you want a house in Perth to stay in when you go there for a holiday. 

Then what happens if you want to holiday in London? Not only a house in Perth and London...there must be servants to take care of the house when you are not there and even more servants to take care of you when you are there. Then you need a car in Perth and London. One for you and one for your wife. What about your children? 

And the list goes on and on......and Najib is beginning to realise that all the money that he has and can have if he keeps thieving from the national coffers, will not be enough to keep all those people satisfied. 

And all it takes is for one of these countless individuals involve in taking those billions from FELDA to sing! That has happened in 1MDB and that is what is happening in FELDA today. 

And what have they done in FELDA? Plenty....ISA SAMAD and his wife are very wealthy. If they can steal FELDA HQ land right from under FELDA ....and FELDA HQ land cannot be moved or hidden away in Banks or Off Shore accounts......just imagine what they can do to FELDA's cash that can be moved around when the political will is there to allow it to happen.

But all this shenanigans in FELDA  is starting to unravel and implode even as Najib and his wife gets more cash by the day. Even as another Chairman is appointed to FELDA to take over from that convicted but very rich felon call ISA. 

What do you think Sharir will do? He had to ask Najib for the one million ringgit that he said Najib gave him sometime back. Now in FELDA he no longer has to ask Najib for another million. There are still many millions left in FELDA for Sharir to take....what do you think he will do?
