Taraf kehidupan semakin baik. Masjid tumbuh bagai cendawan. Hak Bumiputera dijaga. Kalau nak marahkan barang mahal..barang d singapura lagi mahal. Kalau nak marah tidak ada kerja , di serata dunia ada pengangguran. Besyukurlah, Kerajaan kamu antara yg terbaik didunia di mata kami. Mungkin mata kamu telah dibutakan oleh pembangkang yg hanya gila kuasa. Diracunkan agar menbenci kerajaan terutama d kalangan anak muda. Dapat saja mereka kuasa tahulah kamu saudaraku d Malaysia tinggi rendahnya langit nanti. Jaga apa yg ada.

For every Zabedah P Mastar siaran I can come up with countless number of Malays who will tell you that life in Singapore for the Malays, is good. That opportunities for Malays in Singapore will depend on your abilities not your connectivities. That the Malay rights and ability to practise and worship any religion of their choice - be it Islam or whatever beliefs they choose to follow - has not been, in any way, prevented or curtailed by a Chinese dominated government. And there will be many many Malays who will ask why are the Malays in Malaysia so stupid as to keep electing and tolerating an umno government that steals from their own race, an umno that has put Malaysia at the very apex of countries that steals from their own people....so much so that it has earned Malaysia the dubious honour of being included among the top ten most Kleptocratic nation ever to exists in the world as we know it now !!! And there will be many Malays in Singapore who now shake their head in disbeliefs that the very man who was Prime Minister of Malaysia for twenty two years is now leading the opposition to rid Malaysia of a BN government, led by a Malay only political entity call umno, that has as it's leader a man, pursued by many many countries including Singapore and the US of A for corruption, money laundering and theft of many many billions of rinngits from the very people who have elected him to office. And that my dear AK, in a nutshell, explain why the Malays in Singapore, by and large, looks upon the Malays in Malaysia as being still at sea in the matter of good governance and in our ability to choose fair and decent leaders who serve the people......and.....last but not least.... they know that the Malays in Singapore can stand shoulder to shoulder with the non Malays in Singapore and can, with pride, claim Singapore to be a country they choose to call their own bar any other country...especially the one you now call your own.

Singapore's Lee Kuan Yew is a chinese. He shut down all chinese schools from primary to secondary, and University of Nanyang, a chinese medium university. The founder and main sponsor, Tan Lark Sye, a philanthropist, was stripped off his citizenship by Lee Kuan Yew. Should we label Kuan Yew anti- chinese? 
No Prime Ministers from UMNO had ever shut down a chinese primary school in Malaysia. There are 1289 chinese primary schools in Malaysia and none in Singapore. There are 60 chinese independent schools and 72 chinese medium secondary schools in Malaysia and none in Singapore. There are 3 colleges namely New Era, Southern College and Han Chiang college that are founded by chinese in Malaysia and chinese language is the medium in these 3 colleges and none in Singapore.Why don't we curse Kuan Yew for eliminating chinese education from Singapore?
In Malaysia, there are 13 chinese newspapers, of which 6 papers in Peninsula and 7 in Sarawak and Sabah. All chinese newspapers in Malaysia are controlled by chinese businessmen. In recent years, chinese newspapers and other media are no longer required to renew their annual printing license.
In Singapore, all chinese newspapers previously controlled by chinese businessmen were forced to sell and merged as one under Singapore Press Holding, a 100% government controlled company. LianHe ZaoPao is currently the only chinese paper in Singapore.

We have approximately 90 bus consortiums in Malaysia. 70% are directly and openly controlled by chinese such as LCB, KKKL, 707, etc. In Singapore, all private bus companies previously owned by chinese families, ceased to operate. All were sold to SBS, a 100% government company.
There are 2 major banks in Singapore which are owned by chinese and the banks management were dominated by family run structure. All were forced by Lee Kuan Yew to adopt management by professional. UOB refused to adopt. OCBC adopted and ended family controlled. DBS is a government bank. Today, UOB shares traded 2 times higher than OCBC and DBS. In actual scenario, only 1 bank in Singapore is controlled by chinese!
There may be weaknesses in the system in Malaysia. But BN has allowed chinese education, culture and tradition to grow in our society compared to Singapore PAP. At least there are fewer banana men* in Malaysia than Singapore.
* Banana men means non chinese educated as illustrated by Lee Kuan Yew himself.

What Really Happened Behind The Viral Video Of "Racist" Woman Assaulting Two Salesgirls

It definitely wasn't because she lost her bracelet.
  • By now, you've probably already seen the viral video where a woman was caught physically and verbally assaulting two shop assistants at a spectacles shop in Singapore

    • The incident, which happened at Tiong Bahru Plaza on Monday, 3 April, went viral after a video posted by Gerald Teo on Facebook racked up close to 3 million views within six hours of its posting.

  • The video showed the 45-year-old woman repeatedly hitting and yelling at the two girls. A security guard came in to calm her down, but that only seemed to agitate her further, as she continued to attack the girls and even the person behind the camera.

    • Fortunately, several passers-by came into the shop to help alleviate the intense situation and to stop her from attacking anyone else.

  • While the post did not provide any context to her explosive rage, the woman seemed to imply that she was angry because she had lost her bracelet and demanded that the shop assistants retrieve it from the backroom

    • However, her bracelet is visibly on her wrist at the beginning of the video. It fell off in the middle of the altercation, only to disappear after she walked through the backroom curtain.

      • As pointed out by netizens who have watched the viral video, her bracelet was still on her wrist when she started her tirade, only to disappear later.
  • That's not the case at all.

    • A witness who was allegedly at the scene explained in a Facebook comment that the woman had followed a female Chinese national into the shop after harassing her at a nearby train station

      • It is likely that the female Chinese national is the person behind the camera in the viral video, as she can be heard saying that she's "just a passenger" when questioned by a security guard.

    • OWNDAYS Singapore, the shop involved in the fracas, also released a statement explaining that two of its staff were assaulted because they tried to help the Chinese lady

    • The woman has since been arrested by the police, who were alerted of the incident sometime before 10.00pm. Investigations are ongoing.

      Zika Virus : People are adviced not to travel to Singapore unnecessarily unless its for work/urgent matters

      Datuk Seri Dr. S.Subramaniam has just released a press statement based on the update by Singapore Ministry of Health regarding 41 confirmed cases of Zika Virus in patients from Singapore.

      Since an estimated 200000 travel daily to & fro Singapore daily from Malaysia, DSDSS has advised Malaysians especially citizens of Johor to beware of transmission of virus from human to human contact. Zika Virus is transmitted by the notorious Aedes Aegypti mosquito which is very well known in Malaysia for causing the serious & fatal Dengue Fever (DF) & Dengue Hemorrhagic fever (DHF). Besides Dengue & Zika, Aedes mosquito can also cause Chikungunya fever another disease found in Malaysia.

      Beware of Zika Virus as it is a very well known Virus worldwide. It's becoming a pandemic with cases from Brazil which just recently hosted The Rio Olympic Games, USA & the Middle East (Saudi Arabia, Iran, Iraq, Israel, UAE, Qatar).

      Beware as 80% of cases present asymptomatic (no symptoms at all). only 20% present with symptoms similar to Dengue which are high-grade fever, joint pain, muscle pain, fine erythematous rashes on body retroorbital eye pain or red eye (conjuctivitis). Please admit yourself to a nearby governed clinic or hospital to get a blood test done immediately if you present with any of these symptoms.

      The differentiating factor between Dengue & Zika is Dengue is zoonotic (mosquito to human only) but Zika is zoonotic plus Human to Human transmission. Zika can spread through unprotected sexual intercourse. Please reduce sexual activity during this period or use contraceptive methods such as Condom, Diaphragm & IUCD. Besides that Zika can cause serious complications in pregnancy if a pregnant woman in her 1st 2nd or 3rd trimester is carrying her baby (vertical transmission). Complications known are microcephaly (baby born with small head) & progressive ascending muscular paralysis presenting similar to Guillain Barre Syndrome & other neurodevelopmental disorder in the fetus.

      People are adviced not to travel to Singapore unnecessarily unless its for work/urgent matters. Even though Zika is increasing in incidence, DSDSS advice to be more cautious of the prevalent Dengue Fever which is more serious and can kill patients. Zika is less fatal but causes a lot of complications which increases morbidity in this country. Other advice given, Cut of any travelling plans to Singapore, USA, middle east & Brazil. Similar to dengue prevention activities; prevent stagnant water accumulating in an enclosed spaces. State Health Department of Johor will carry out fogging activities. State Health Department of Johor will fine those whose housing compunds are found to rear mosquito breeding sites. Stay at home especially those in Johor Baru during early morning and late evenings (period of high activities of Aedes mosquito). Wear long sleeve clothing covering ankles and wrists. Eliminate mosquito breeding sites. Apply Mosquito netting at night & prevent entry of mosquito into homes. Biological elimination includes use of larvicides (abate or pyriproxyfen) and guppy fish (known to kill Aedes mosquito). Beware of Zika it's a world wide health pandemic.

      The world learnt about the sort of salary that your friendly Singapore bank manager can hope to earn, when Mr Yak Yew Chee deposited his court papers yesterday.

      No less than SNG$27 million in salary and, more importantly, bonuses in just four short years roared the news headlines.

      Another revelation that came out from the highly informative dossier, dumped by Mr Yak before the courts was that, despite him being on what was repeatedly described as “unpaid leave” since April 2015, the bank had nevertheless being sending him monthly salary cheques of $83,000.

      The cheques, instead of normal bank transfers, were a handy concession by the bank, because he could cash them abroad, where his accounts were not frozen like they are in Singapore.

      Yak provided the court with copies of the cheques to show just how generous his BSI employers were (above).  The documents also showed that to begin with Yak had signed an agreement to take this so-called “unpaid leave” in May and to cooperate with the bank.

      However, friction had already broken out between his legal advisors and the bank, with Yak making plain in April that his understanding that the measures being taken were to prepare the bank in case of an allegation being made against it and to protect him were not being upheld.

      Yak was apparently being kept on the payroll in order to ensure his continued cooperation with the bank.  However, the email trail makes clear he was suspicious of his employers

      motives in case they pinned the blame on him.

      Yak’s now public court papers have certainly thrown a great deal more light onto how the various Singapore private banks were handling Jho Low and his related accounts and in the process have scotched for ever the on-going lie that the businessman had nothing to do with 1MDB after 2009, as has been doggedly maintained by CEO Arul Kanda and Low himself.

      Indeed, the proposed statutory declaration, which was being negotiated between Yak and his BSI employers in order to present the bank’s position to the investigating authorities, included the following damning points:

      “I have not at any time entered into any arrangement to give of cause to be given any Gratification …relating to the accounts held with the BSI group by Brazen Sky Ltd, Low Tak Jho, 1Malaysia Development Berhad, Aabar Investments PJSC and/or their respective affiliates….
      We would clarify that the additional parties named are closely linked in the matrix of business relationships involving 1MDB/Brazen and Low, and we trust your client would agree that Gratification could conceivably have involved them and would be willing to negate any such suspicion.”


      In other words BSI Bank were confirming that the affairs of 1MDB, Brazen Sky and Jho Low were inextricably intertwined… along with the bogus Aabar subsidiary Aabar Investments PJS Limited, which Yak also mentions in his statement (below).

      Yet, over the bridge in Malaysia, the Prime Minister and his diminishing coterie of die hard supporters continues to ban this website and bully other online commentators using ‘anti-terrorism’ laws, on the grounds that we are promoting “falsehoods”.

      To the contrary, according to 1MDB’s own bank, what we have said on this matter (as on several others) is now confirmed to be true.  This may be why the PM’s tame AG has turned today to threatening life imprisonment for leaking ‘state secrets’ instead.

      Yak made his tell-all application to the court, purportedly to unfreeze his accounts, in order to pay bills in Singapore.  However, the Singapore Commercial Affairs Department countered with an aggressive rebuttal.

      Responding to his application, the CAD pointed out that Yak had “squirrelled” over $5 million out into foreign banks before they had managed to freeze his accounts and that they had only some $7.91 million of his admitted $27 million in earnings under lock and key.

      That left a “staggering S$9 million unaccounted for” raged the authority, which therefore argued that Yak could quite easily pay his bills by repatriating some of the millions he had parked abroad.

      In the event, the authority reached an accommodation with Yak at the last minute on Friday, agreeing that the banker could bring money back from abroad to pay his bills, without measures being taken to freeze it.

      It left the judge wondering why all this court time had been wasted… and the world’s media at liberty to examine all Yak’s dossier of insider documents laid before the court in the process.

      It seems that Yak’s real reason, therefore, may have been to counter what he plainly suspected were manoeuvres by the bank to make him the scapegoat for what he insists were decisions that went right up to the top of BSI.  Certainly, the dossier proves that by January this suspended relationship manager for Jho Low and 1MDB was at loggerheads with his bosses.

      At issue were repeated demands by his line manager Hanspeter Brunner, CEO Asia, that Yak agree to attend the bank for questioning about a charge that he withheld information from his superiors about a ‘notice of security relating to one of the bank’s clients’.

      Other papers make it perfectly plain that this ‘notice of security’ referred to none other than the massive loan made by Deutsche Bank of nearly US$1 billion to 1MDB, to finance its debt repayments in late 2014.

      That loan was secured on the apparent US$1.03 billion alleged to be in 1MDB’s subsidiary account named Brazen Sky at BSI in Singapore, which Yak also managed.


      After Sarawak Report revealed in May that the Singapore authorities had found that Brazen Sky actually had no cash in that account, Deutsche Bank pulled the loan.

      In his correspondence with BSI, Yak himself claimed that he had done nothing without the approval of his bosses and that he had not referenced the said notice, because the client had told him not to proceed.

      In all the correspondence, in fact, Yak repeatedly claimed that his superiors at the bank were fully aware of all his transactions with these mega clients of the bank.

      Much of the increasingly hostile dialogue surrounded Yak’s plain reluctance to be called in for oral questioning about these matters by the bank and to sign their ‘notes’ on the proceedings without proper legal protection, full recordings and written questions in advance of any interrogation.

      Saying he “had experience” of the bank’s record in such matters, Yak made clear he was fearful that his bosses would use anything he said in the informal and unrecorded meetings to pin all the blame on him.

      In response, his superiors, whom we now know were still paying him and further offering a potential bonus payment if he cooperated with their wishes, expressed a growing anger and frustration over Yak’s refusal to cooperate, except on his own terms of written questions in advance and a full recording of the discussion being made.

      But, Yak was adamant that he did not trust his employers to make a fair record of the interview.  If BSI had continued to pay him and discuss his bonus during this “unpaid leave” it wasn’t producing the desired cooperation.

      Yak’s court deposition carefully contains ample evidence to back his point that far from being a rogue banker, he had been BSI’s star employee right till the moment when the regulators began investigating Jho Low’s accounts at the bank.

      Indeed, the documents show, he was praised from the very top for his “fantastic success” in bringing in business by none other than Dr Alfredo Gysi, the Swiss boss of the BSI group, who sent him a personal letter of congratulation at the end of 2011.

      Incidentally, it was shortly after Yak joined in September 2009 that Jho Low had opened his ADKMIC account and several other personal and business accounts at BSI and started transferring half a billion dollars from his RBS Coutts Zurich Good Star account to BSI.

      Yak’s bonus incentives

      It should be remembered that Yak transferred to BSI from Coutts Singapore, from where he had earlier managed Jho Low’s accounts and it can be surmised that one of the reasons he was engaged on a handsome starter salary of $500,000 a year was for the very reason that he was bringing a very wealthy set of clients.

      One can also only conclude that the extraordinarily rapid salary increases that Yak subsequently achieved at BSI and his enormous bonus payments were likewise owing to the immense amount of business his clients, by now not only Low, but Low’s related 1MDB, Aabar and SRC accounts were bringing in too.

      His declaration, devised in collaboration with his bosses at the bank, that he did not receive any ‘Gratification’ from these clients as an incentive for handling these accounts would therefore seem to be entirely plausible.  After all, Yak was receiving plenty of gratification from his own employers for managing these transactions, so what further incentive did he need?

      Sarawak Report therefore suspects that the reason why Yak Yew Chee has chosen to place all this material in the courts and before the public eye is to attempt to protect himself from being singled out by BSI Bank and the prosecutors as a lone ‘rogue banker’ in this affair.

      Certainly, records show that neither Coutts nor BSI initiated proceedings to investigate the multi-million dollar suspicious transactions managed by Yak until the regulators moved.

      They rewarded Yak handsomely instead.

      Universities can excel when they are freed from politics, both internal and external.

      How did Singapore universities (NTU, NUS) become world-class and climb up the university rankings in a relatively short time?
      Answer by John Gustafson, Visiting professor at National University of Singapore

      I have been a professor at NUS for only a few weeks, and I keep asking myself the same question. How did they do it? I have some theories, and I should wait until I have been here a year and answer this question again once I have more perspective. Here’s a start:

      When the Singapore government decides to do something, it never goes halfway. They figure out what resources it will take, and they spend them. And if something simply takes time, no matter what the resource cost, then they (the government) also has a lot of patience. Having consistent political leadership for 50 years will do that. They decided they wanted NUS and NTU to be world-class universities, just the same way they decided, say, that they wanted a subway system that was second to none. There is so little corruption in the Singapore government that it is possible to allocate money to something and not have most of it siphoned off by bureaucrats with bad comb-overs and incredibly generous pension plans. So when the government decides to spend money on education, it (gasp) actually goes to education.

      Also, I have noticed some quality controls on the teaching that go beyond what I've seen at other universities. They treat education the way they would treat a manufacturing process. Use quality control; measure everything; fix problems as soon as they are discovered; please the customer; show zero tolerance for lousy teaching; treat course descriptions as a legally binding contract for what will be learned by those who take the course and apply themselves.

      • When professors create final exams, their exams are scrutinized and approved by independent reviewers before they can be given to students.
      • When they decide which courses to offer, they have one faculty member decide what needs to be taught, and a different faculty member decide who should teach that course, like a separation-of-powers principle.
      • They bring in external review committees to look at what they teach and how they teach, and solicit critical input that they take to heart. I know other universities use external review committees as well, but when NUS does it, they pick reviewers whose academic credentials have earned them biographical entries in Wikipedia.

      I spoke to one such reviewer, Ed Lazowska, when he was here recently to review the NUS Computer Science Department. He told me he could not believe the resources available at NUS. When they decide they need something, they simply go and get it. The endless quibbling over budgets and “turf” that pervades universities in the USA is nowhere to be seen here.

      There is also a culture throughout Singapore that being in a STEM (science/technology/engineering/mathematics) field makes you normal, not a geek. They don’t even make jokes here about nerds and geeks, and if you did, people wouldn't understand the humor.

      It’s amazing how fast universities can excel when they are freed from politics, both internal and external. I think that is what has happened at NUS and NTU.

                  It is a tradition for the Prime Minister to send a letter on “Rules of Prudence” to all the PAP MPs after an election.  The context each time may be different but the subject remains constant, because integrity, honesty and incorruptibility are fundamental to our Party.  We must never tire of reminding ourselves of their importance.

      2.        Our Party has won 83 out of 89 seats in the just concluded General Election, with all seats contested. Overall, the PAP won 69.9% of the votes.

      3.        The people have endorsed what we have done in the previous term, and given us a clear mandate to take Singapore forward beyond SG50.  Now we must fulfil what we have promised to do in our manifesto. We must never break faith with the people, but must always carry out our duties to them responsibly, address their worries and advance their interests.

      4.        Be humble in victory. As MPs, always remember we are servants of the people, not masters. Do not mistake the strong election result to mean that our efforts have succeeded, and that we can afford to slacken. Much work remains to be done tackling issues which concern Singaporeans, and finding new ways to improve people’s lives. Listen hard to voter concerns, help them to tackle pressing needs, and convey their worries and aspirations to the Government. Persuade them to support policies which are in their own long term benefit, while helping the Government to formulate good policies and stay in close touch with the people.

      UPHOLDING OUR REPUTATION AND INTEGRITY

      5.        One vital factor that has enabled the PAP to retain the trust of Singaporeans all these years is honesty and integrity. The PAP’s reputation for clean, incorruptible government is one of our most precious assets. As PAP MPs, your personal standing reflects this high standing of the Party as a whole. I cannot stress strongly enough that every MP must uphold the rigorous standards that we have set for ourselves, and do nothing to compromise them. Never give cause for allegations that you are misusing your position, especially your access to Ministers.  That would discredit both you and the Party.

      6.        As MPs, you will come across many different sorts of people. Many altruistic, public spirited individuals will help you without wanting anything in return, spending time and money to get community projects going and to serve residents. But a few will cultivate you to obtain benefits for themselves or their companies, to gain respectability by association with you, or to get you to influence ministries and statutory boards to make decisions in their favour. Gift hampers on festive occasions, entertainment, and personal favours big and small are just a few of countless social lubricants which such people use to ingratiate themselves to MPs and make you obligated to them.

      7.        You must distinguish between these two groups of people, and be shrewd in assessing the motives of those who seek to get close to you. At all times be seen to be beyond the influence of gifts or favours.

      8.        Be scrupulously proper in your contacts with government departments or public officers.  Do not lobby any ministry or statutory board on behalf of anyone who is not your constituent or grassroots activist.  Do not raise matters with public officers on behalf of friends, clients, contractors, employers, or financiers to advance their business interests.  Conduct business with government agencies in writing and avoid making telephone requests.  If you have to speak, follow up in writing to put your requests on record.

      9.        MPs are often approached by friends, grassroots leaders or proprietors and businessmen to officiate at the openings of their new shops or other business events. They usually offer a gesture, such as a donation to a charity or constituency welfare fund. Though it may be awkward to refuse such requests, once you accept one, you will be hard-pressed to draw a line. As a rule, you should decline invitations to such business events. If you feel you should attend, please obtain prior approval from the Whip.

      SEPARATING BUSINESS AND POLITICS

      10.      Separate your public political position from your private, professional or business interests.  MPs who are in business, who occupy senior management positions in companies, or who sit on company boards should be especially vigilant.  You must not exploit your public position as Government MPs, your close contacts with the Ministers, or your access to government departments and civil servants, for your personal interest or the benefit of your employers.  Your conduct must always be above board.

      11.      MPs who are employed by companies or industry associations may at times have to make public statements on behalf of their company or industry association.  If you have to do so, make it clear that you are not speaking as an MP, but in your private, professional or business capacity.

      12.      Do not use Parliamentary questions as a means to lobby the Government on behalf of your businesses or clients. When you raise questions in Parliament related to your own businesses or your clients, be careful to first declare your pecuniary interest in the issue.

      13.      You may, however, speak freely to Cabinet Ministers, who are your Parliamentary colleagues.  Ministers will listen carefully to arguments on principles, especially when they relate to the general policy of their Ministries.  But Ministers will not exercise their discretion to change individual decisions without very good reasons which they can justify publicly.  Parliamentary Secretaries and Ministers of State who intervene in their Ministries to reverse or alter decisions should promptly report the matter to their Ministers to protect themselves against possible accusations of misconduct.  The Government must always base decisions on the merits of the issues, and cannot yield to pressure from interested parties.

      DIRECTORSHIPS

      14.      MPs are often invited to serve on the Boards of private and publicly listed companies.  This is a sign that the private sector values PAP MPs’ integrity and experience, and reflects the high standing of the Party and of PAP MPs in general.  The Party permits MPs to serve as directors, provided you keep your private and public responsibilities rigorously separate, and your private appointments do not compromise your duties and performance as an MP.

      15.      The public will closely scrutinise your involvement in companies, because you are a PAP MP.  Conduct your business activities so as to bring credit to yourself and to the Party.  Adverse publicity on your performance as a director, or lapses in the companies you are associated with, will tarnish your reputation as an MP and lower the public’s regard for the Party.

      16.      You should not solicit for Directorships in any companies, lest you appear to be exploiting your political position to benefit yourself.

      17.      You should not accept directorships where your role is just to dress up the board with a PAP MP or two, in order to make the company look more respectable.

      18.      Some grassroots leaders are businessmen who own or manage companies.  You should not sit on any boards of companies owned or chaired by grassroots leaders appointed by you, so as to avoid the perception that you are obligated to them or advancing their business interests.

      19.      If you are offered a Directorship, you have to decide for yourself whether to accept.  The Party is not in a position to vet or approve such decisions.

      20.      Before accepting, consider the possible impact of the Directorship on your political life.  Ensure that the company understands that you are doing so strictly in your private capacity, and will not use your public position to champion the interests of the company, or lobby the government on its behalf.

      21.      Make every effort to familiarise yourself with the business, track record and background of the key promoters of the company.  Satisfy yourself that the company is reputable, and that you are able to make a meaningful contribution.  Specifically, just like anyone else contemplating a Directorship, you should ask yourself:
      a.         How well do you know the company, its business strategy, financial status, shareholding structure and the underlying industry?
      b.        Do you know your fellow directors, the way the Board and its committees fulfil their responsibilities, the reporting structure between Board and Management and the relationship between shareholders and the company?
      c.         Do you have sufficient industry, financial or professional expertise to fulfil your expected role and responsibilities as a Director?  Do you understand your obligations under the law and the Code of Corporate Governance?  Will you be able to discharge your fiduciary duties properly and without fear or favour?
      d.        Will you face any conflicts of interest, and if so can you manage them? If in any doubt, you should decline.

      22.      Once you have decided to take up a Directorship, please inform the Whip. Detailed reporting requirements are listed in the Annex.

      PARLIAMENT

      23.      MPs are expected to attend all sittings of Parliament.  If you have to be absent from any sitting, seek permission from the Government Whip.  Please inform the Whip if you have to leave the Parliament premises while a sitting is on.

      24.      If you travel abroad, or need to be absent from Parliament for any reason, you must apply to the Speaker for leave, with copies to the Leader of the House and the Government Whip.  You should also inform the Whip where you can be reached while abroad.

      25.      I have asked the Speaker to give all MPs, particularly new MPs, ample opportunity and latitude to speak in Parliament.  Your first opportunity will be during the debate on the President’s Address at the opening of Parliament in January 2016.  Following that, at the Budget Debate, all MPs should speak up.  Script your speeches or put your key points in note form to structure your presentation and help the media.

      26.      The public expects PAP MPs to express their views frankly, whether for or against Government policies. During debates, speak freely and with conviction.  Press your points vigorously, and do not shy away from robust debate.  However, please exercise judgement when putting your points across, and do not get carried away playing to the gallery.

      27.      Bring out questions and issues that Singaporeans and your constituents have concerns about, and grapevine talk for the Government to rebut, but avoid unwittingly lending credence to baseless gossip. This will show that you and the Party are in touch with the ground, and speaking up for Singaporeans. Bringing up pertinent issues and questions in a timely manner helps ministers to put across the facts, explain the reasons for policies and decisions, and maintain public confidence in the openness and integrity of our actions.

      28.      Your honest, informed views are an important political input to Ministers when they formulate and review policies. Ministers will accept valid, constructive suggestions, but they have to challenge inaccurate or mistaken views. Over time, the public will see that PAP backbenchers are as effective as opposition MPs, if not better, at holding ministers to account, getting issues fully debated, and influencing policies for the better.

      IMPORTANT PUBLIC OCCASIONS

      29.      On certain occasions, like the National Day Parade and the Investiture Ceremony for National Day Awards, the whole Establishment, i.e. the Executive, the Legislature and the Judiciary, will be there.  Those who cannot attend must have very good reasons.  Those who have accepted the invitation must attend, otherwise they leave empty seats, which does no credit to them or to the Party.

      30.      At all public functions and constituency events, punctuality is of paramount importance.

      GIFTS

      31.      You should not accept gifts which might place you under obligations which conflict with your public duties. If you receive any gifts other than from close personal friends or relatives, you must declare them to the Clerk of Parliament who will have the gifts valued.  If you wish to keep the gifts, you must pay the Government for them at the valuation price.

      FUND-RAISING

      32.      Party Branches should not raise funds on their own without permission, for example by soliciting advertisements for a souvenir magazine or a carnival.  If you intend to raise funds, please clear it beforehand with the Organising Secretary.  When your branch embarks on a collective fund-raising activity, e.g. a Family Day or Walk-A-Jog, you must follow the rules strictly.

      FINANCIAL PRUDENCE

      33.      As MPs, you should manage your personal financial affairs prudently. Do not over-extend yourself or become financially embarrassed. This would be not only a potential source of personal embarrassment, but also a weakness which may expose you to pressure or blackmail.

      34.      In particular, be careful about making major financial commitments assuming that you will continue to receive your MP’s allowance.  While MPs typically serve several terms, you cannot assume that you will automatically be fielded in future General Elections, or that if fielded you will definitely be re-elected.  There is neither tenure nor job security in politics.

      DECLARATION OF INCOME

      35.      For your own protection, every MP should disclose to me, in confidence, your business and professional interests, your present employment and monthly pay, all retainers and fees that you are receiving, and whether your job requires you to get in touch with officers of Government Ministries or statutory boards on behalf of employers or clients.  Office holders need not do so because you will be subject to the reporting requirements of the Code of Conduct for ministers. This should be done by 31 October 2015.

      GENERAL BEHAVIOUR

      36.      The PAP has held our position in successive elections because our integrity has never been in doubt, and because we are sensitive to the views and attitudes of the people we represent.  MPs must always uphold the high standards of the Party and not have lifestyles or personal conduct which will embarrass themselves and the Party.  Any slackening of standards, or show of arrogance or indifference by any MP, will erode confidence in him, and ultimately in the Party and Government.  New MPs can pick up the dos and don’ts from older MPs.  You should conduct yourselves always with modesty, decorum and dignity, particularly in the media. You must win respect, not popularity, to stay the course.

      MEDIA PUBLICITY

      37.      I am releasing a copy of this letter to the media so that the public knows the high standards we demand of our MPs.
