New rules for dog owners in Batu Gajah: Pic of dog; 2 copies pic of owner; copy of IC; pic of surrounding area; pic of dog house; letters from neighbours (left, right and back); and vet's certificate. I think the purpose is to discourage non-Muslims from keeping dogs. The requirements seem more than ordinary applications for most things. What used to be simple form-filling now requires days of trouble and expense. When asked, what if neighbours are enemies, only concession is to get at least letter from one. Wonder if other local authorities have such rules already.
