Like prostitution and the illegal massage parlors in Bukit Bintang.....illegals coming into Sabah is a source of income to the Police and other law enforcement authorities.....and like all forms of corruption in Malaysia, the greatest benefits ultimately flows into the pockets of the politicians because they control the high-end part of the smuggling where these illegals will have to do the necessary to make themselves legal in Malaysia....and then become voters!
